The course sums up the large and complex history and practice of social welfare in America. It begins by describing how the American welfare system came from England and was modified for the New World. As America grew and became more complex, social welfare changed again—and at present, America is debating many of the same issues as were debated in the English Parliament about the Poor Law of 1601. The students will be asked to compare welfare standards and practices between America and Europe/Germany. Participants will receive handout materials and the course will include small groups and class participation.
