Abstract: Democracy is the name of many political regimes. And yet they seem to have their own rules of the game: Why is it that we have entirely different health care systems in France, Switzerland, and Sweden? One key factor for an explanation is that the institutional designs of these democratic systems differ to a large extent. Institutions do matter! This course aims at taking a closer look at the various types of democracy designs. It tries to identify the major constitutional choices (presidential versus a parliamentary regime, proportional representation versus majoritarian electoral system etc.) and their impact on the policy-making process. These theoretical perspectives will be elucidated empirically by examples of institutional choices, with a particular focus on established democracies in advanced industrial economies. The goal of this course is (i) to provide an overview of the essential streams of literature on this subject, and (ii) to give insights into the main patterns and types of democratic regimes.
